Issue body
Introduce `LaunchpadHttpsError` for cases where connectivity
fails to be established to Launchpad.
Introduce `_lp_load_url()` wrapper to handle connection failures.
If fetch error occurs, retry login and re-fetch URL.
Includes unit tests to validate new functionality.
