### What needs to get done
If a base is provided in a `snapcraft.yaml`, it should be validated against a list of valid bases. For snapcraft 8, this is only `core22`.
Note - `snapcraft_legacy` is responsible for `core20` and is not affected by this work.
This may include redesigning the `get_effective_base()` utility since it considers the base and build-base.
### Why it needs to get done
`base: devel` is currently accepted by snapcraft. This should not be allowed.
Using other bases raises a `KeyError` exception, which is not a good UX.
