Issue body
### What needs to get done
If snapcraft is running in destructive mode, is building for `core22`, and the build plan contains multiple items, then a warning should be issued.
### Why it needs to get done
`core22` snaps can build multiple snaps in `--destructive-mode`. This may cause many subtle issues, like when cross-compiling or staging packages for different architectures.
This behavior was never intended and should be discouraged.
