### What needs to get done
Implement the second half of `edit-registries`:
* Upload registries in preparation for signing (`/api/v2/registries/build-assertion`)
* Sign locally with `snap sign`
* Upload signed registry
Re-usable code will live in the `Assertions` service and registry-specific code in the `Registries` service
Additionally, this should include a spread test for `list-registries` and `edit-registries`.
