Merge 8.3.4 into main and add changelog notes, since 8.3.x does not have a changelog.
Before merging this, we should:
- [ ] merge craft-parts 1.33.1 to `main`
- [ ] release craft-parts 2.x with the npm fix
- [ ] update craft-parts 2.x in `hotfix/8.4` and include tiago's npm spread test
- [ ] merge `hotfix/8.4` into `main`
After that, this PR will become no-op commits and a changelog.
