Issue body
Add a spread test to make sure that the `http_proxy` environment variable is taken into account.
The test uses [`squid`](https://www.squid-cache.org/) as an apt-cache.
The test is currently located in `test/spread/general` and my understanding is that it will only be run on 22.04. Let me know if it should be relocated to a more appropriate folder. Note that I successfully ran it locally for 24.04 (core24).
