Craft-parts 2.16.0 was released and updated target links in https://github.com/canonical/craft-parts/pull/1149.
This broke Snapcraft's doc builds because the latest published version of craft-parts is used for intersphinx. Even common docs from craft-parts failed, such as craft-parts' explanation for filesets:
