### What needs to get done
Fix the following broken spread tests:
- store tests
- UA token test
- flutter tests
- package repository test (uses expired puppet keys)
- snap manifest tests
- bzr test (this can be deleted)
- core18 maven plugin (possibly a transient network issue)
These failures should be fixable by cherry-picking or referencing test fixes from `main`.
### Why it needs to get done
So we can use the hotfix/7.5 branch for upcoming work, such as a 7.x documentation set or fixes to the ROS plugins.
