### Bug description
There are new issues that have snuck into the kde-neon6 extention. I am back from retirement and intend on fixing them. Can I please get a ping on ALL kde-neon* PRs again please? This is mainly a mental note and can be assigned to me.

### Steps to reproduce
Try to build kde snaps. Packages no longer get preinstalled for docbook. Random environment failures that didn't happen before ( many undefined references despite the packages being there. ) to name a few.
