Requests a pre-upload Store capability check and resumable/delta uploads: multi-day uploads of component snaps are wasted when the Store rejects them afterwards ("Snap is not allowed to use components"). Triaged; blocked on upstream snapstore-server work.

Suggested action: keep open

Reason: The report is a valid, triaged enhancement (labels "Status: Triaged", "Type: Enhancement") and mr-cal acknowledged it explicitly, stating the Snap Store team is investigating resumable uploads and that an upstream request was filed at https://bugs.launchpad.net/snapstore-server/+bug/2169031. Snapcraft already calls a dry-run preflight (`client.verify_upload(snap_name=...)` -> POST /dev/api/snap-push/ with "dry_run": True in snapcraft/store/client.py:515) before uploading, but that payload carries no component information, so the Store cannot reject ineligible components earlier — the missing capability depends on Store-side API work, which is why complexity is high and in-repo actionability is limited. Cost is real but situational (multi-day uploads of very large component snaps), so impact is moderate rather than severe.

Issue body

### Check existing issues - [x] I've verified that this bug isn't described by any existing issues. ### Bug description I was trying to upload a component snap packaging an LLM, which is very large. After the uploads completed, which took a couple of days, I saw, ``` $ snapcraft upload --release latest/edge myna-parakeet_0.1.0-dev_amd64.snap --component model-parakeet-int8=myna-parakeet+model-parakeet-int8.comp --component model-parakeet-fp32=myna-parakeet+model-parakeet-fp32.comp --component onnxruntime-cuda=myna-parakeet+onnxruntime-cuda.comp Issues while processing snap: - Snap is not allowed to use components Full execution log: '/home/charles/.local/state/snapcraft/log/snapcraft-20260917-125026.895521.log' ``` This was a permission issue with my user account for which I needed a grant. It would be nice, if possible, to query the Store before uploading, to ensure time is not wasted. The components that uploaded were dropped it seems. A second attempt failed after a night of uploading with with a 500 error. I don't know how the Store processes uploads. If it's possible to send just the missing deltas on retries, that would be a very nice feature for folks on slow uplinks.
