Current evaluation

Marks set_step_environment callback as filesystem-safe in parts and services lifecycle registration; +4/-2 lines. CI failing on min-deps, slow tests, and PR title check; 2 unresolved review comments.

Suggested action: keep open

Reason: CI is failing for Minimum dependencies, Slow tests, and the PR title Conventional Commits check, and there are 2 unresolved review comments, so the author still needs to address these before maintainer review. The change itself is small but touches cache-invalidation semantics.

Issue body

Snapcraft registers set_step_environment at both the parts and services lifecycle setup points. This callback only updates the step environment mapping; it does not modify files. Marking it filesystem-safe lets Craft Parts reuse stage collision-validation candidates. Other callbacks retain the conservative mutating default, and Stage scriptlets still invalidate the cache. Benchmark: ten randomized paired clean full-build fixture trials compared the same sources with this flag disabled/enabled. Mean time was 271.592 s baseline versus 223.592 s candidate, saving 48.001 s (17.67%); paired 95% t confidence interval [40.814, 55.187] s. Timings cover snapcraft clean, pack, and mksquashfs post-processing; they are fixture-flow timings, not a direct timing of the primary checkout go-build.
