Issue body

Describe your changes. Adds `dev-stonking` and `dev-tenacious` dependency groups for the next two Ubuntu development releases, and registers both in the `[tool.uv] conflicts` matrix alongside the existing codename groups. Both pin `python-apt` to the same `~=3.0.0` range as `dev-questing` and `dev-resolute` for now. The `dev-tenacious` pin can be tightened later once that release ships a distinct `python-apt` version. No CI change is needed: nothing under `.github/` references the codename dependency groups, so they are developer-local only. ## Verification - `uv lock --check` passes. - `uv export --only-group dev-stonking` and `uv export --only-group dev-tenacious` both resolve to `python-apt==3.0.0+ubuntu1`. - `make test-fast`: 3887 passed, 3 skipped, 28 deselected. - `make format`: clean. The `make lint && make test` checklist item is left unticked on purpose. `make test` was not run, because it includes the expensive spread suite; `make test-fast` was run instead. `make lint` fails on this branch, but it fails identically on `main`: `lint-docs` walks the gitignored local `docs/.venv/`. `ruff check pyproject.toml` passes. --- - [ ] I've followed the [contribution guidelines](https://github.com/canonical/snapcraft/blob/main/CONTRIBUTING.md). - [ ] I've signed the [CLA](http://www.ubuntu.com/legal/contributors/). - [ ] I've successfully run `make lint && make test`. - [ ] I've added or updated any relevant documentation. - [ ] In documents I changed, I [added a meta description](https://canonical-starflow.readthedocs-hosted.com/how-to/add-a-page-meta-description/) if one was missing. - [ ] I've updated the relevant release notes.
