## Description
Adds a `--base` option to the `extensions` command so users can list only the extensions available for a given base, consistent with how `plugins` already supports `--base` (issue #4360).
When `--base` is given, the command validates it the same way `plugins` does (ESM bases raise `MaintenanceBase`, unknown bases raise `SnapcraftError`) and filters the table to extensions supporting that base.

## Testing
Added unit tests in `tests/unit/commands/test_list_extensions.py`:
- `test_command_with_base`: `--base=core22` filters the table and shows the base in the output message
- `test_command_with_invalid_base`: unknown base raises `SnapcraftError`
- `test_command_with_esm_base`: ESM base raises `MaintenanceBase`
The existing no-option behavior and its test are unchanged.
