Issue body

Our release-publish workflow adds the release notes (the list of commits and contributors) to each new release, and all of our libraries and applications have their own in-repo changelog/release notes. Ultimately, the content produced by this workflow was never getting used. - [ ] Have you followed the guidelines for contributing? - [ ] Have you signed the [CLA](http://www.ubuntu.com/legal/contributors/)? - [ ] Have you successfully run `make lint && make test`? ---
