Issue body
This makes these changes to `release-publish.yaml`:
1. Restricts all the jobs to only run on medium-sized runners (to avoid issues like https://github.com/canonical/craft-parts/actions/runs/37814537502/job/113440923681)
2. Runs the jobs when we're actually PRing to the file, but skipping the actual release steps.
3. Instead of `apt install python3-venv` which sometimes requires an `apt update`, we simply use `uv build` and then `uvx twine check`
