The `macos-14` GitHub Actions runner image is deprecated (see https://github.com/actions/runner-images/issues/13518), causing CI job failures. This PR replaces `macos-14` with `macos-26` in the self-test-setup workflow's test matrix, and fixes the workflow trigger path so self-tests run on workflow changes.
