Issue body

Adds a reusable GitHub Action that uses the GitHub Copilot SDK to triage CI failures on a PR and post a sticky comment categorizing failures as relevant or unrelated to the PR diff. It also checks for relevant tests that didn't run due to prior failing steps. Keeping in draft until @star-toaster has the right creds.
