Issue body
We can speed up charmcraft's bootstrap a lot, by loading only the indicated command (if any).
So, we have mainly two cases:
- `charmcraft` is executed without a command, or with a wrong one: no commands should be loaded
- `charmcraft` is executed with one command: only that command should be instantiated, that command should specify arguments/parameters/option definitions, argparse should validate and use those, and then the command should be run. All other commands should not be instantiated nor spend any argparse work on them.
