Issue body
This marks Ubuntu 25.10 as stable. As it's an interim base, it still requires a `build-base` to be set, but that build-base can be `ubuntu@25.10`.
It also ensures that 25.04 has that same behaviour while it's still supported.
The reason that I haven't included any docs about removing 24.10 is that it remains undocumented and never actually worked anyway (see: https://github.com/canonical/craft-providers/issues/598)

Spread test failures on 20.04 and 22.04 are expected, and the linter issue is fixed with https://github.com/canonical/starflow/pull/104
