Issue body
## Summary
Stacked on #2931 (which is stacked on #2929).
`snap-build` fails in the `charmcraft` part. The snap forces source builds
(`PIP_NO_BINARY: ":all:"`), so pip also builds the Rust build backends from
source. Modern `maturin` needs a newer rustc than the pinned one:
```
error: rustc 1.85.1 is not supported by the following packages:
maturin@1.15.0 requires rustc 1.89
ERROR: Failed to build wheel for maturin
```
The repo pins `cargo-1.85` / `rustc-1.85`. Rust 1.91.1 is available in the
`core22` (jammy) archive for every architecture this snap builds for, and it
is the same toolchain `hotfix/4.4` pins.
## Test plan
CI: `snap-build` compiles `maturin` and the `charmcraft` part completes, which
also unblocks `snap-tests`.
