Issue body
Currently, if you try to run `fetch-lib` while you have local modifications to the library, charmcraft will fail with eg: `Library charms.loki_k8s.v0.loki_push_api has local changes, cannot be updated.` It would be nice if you could overwrite the library discarding the local changes.
