Issue body
Fixes an issue where only the Charmcraft pack action supported multiple artifact outputs when multiple `build-on`s matched. Now all three actions share behavior, done through a simpler interface.
This takes the opportunity to break the API by making all of the workflow artifact output fields plural, to match expectations
