This PR merges in Starbase with minimal changes.
Summary of changes not part of just merging:
- Added rediraffe to sphinx extensions
- Moved `docs/how-to` to `docs/how-to-guide`
- Fixed some headings in docs (many places used `****`, but Starbase used `====` in an equivalent spot. I preferred Starbase's)
