This requirements file isn't used by any of our workflows and just [generates noise from renovate PRs](https://github.com/canonical/craft-parts/pull/1352). It was decided some time ago to [just remove it in Snapcraft](https://github.com/canonical/snapcraft/pull/5598), so I'm doing the same here.
