Current evaluation

Enhancement to let `devel` build bases be used in charm multi-base `build-on` entries; design agreed with lengau, implementation PR #217 approved and green but still unmerged with open review threads.

Suggested action: keep open

Reason: The issue is properly triaged (labels 'Type: Enhancement', 'Status: Triaged', opened by maintainer mr-cal) and lengau gave a concrete design steer ('only allow `devel` in the `build-on`... we should also support `ubuntu@devel`'). Work is actively in flight: PR #217 'feat: allow `devel` in multi-base charm builds' is approved by 2 reviewers with all CI green but remains open with 10 unresolved review threads, and the code at HEAD still computes a single `distro_base` per platform in `craft_platforms/charm/_build.py`, so the feature is not yet released. Not close_resolved because nothing is merged.

Issue body

The charm build planner can't use `devel` build bases for multi-base builds. One option would be to allow definitions like: ```yaml platforms: plucky: build-on: [devel:amd64] build-for: [ubuntu@24.04:amd64] ```
