Merge `starbase/main` (`a310931`, includes starbase#617) into `main`. ## Starbase changes pulled in - Build tooling: new format/lint targets (tombi, shfmt, pre-commit, mypy, pyright) in the Makefile and updated common.mk. - CI workflows: SHA-pinned actions, zizmor and copilot-setup workflows, policy/qa updates, TICS reusable-workflow wiring, and the starbase#617 release-publish update (uv build/uvx twine, tag-guarded publish jobs, `medium, linux` runners). - Dependencies: uv constraint and docs-sphinx-stack group updates; `mypy[reports]` added to the dev group for `lint-mypy`. - Docs tooling: Sphinx Stack scaffold updates, wordlist and docs README updates, AGENTS templates. ## Conflict resolution - Kept child versions of `.github/CODEOWNERS`, `.github/workflows/qa.yaml`, and `CONTRIBUTING.md`. - Took full `common.mk`, `.github/workflows/check-renovate.yaml`, `.github/workflows/release-publish.yaml`, `.pre-commit-config.yaml`, and `.prettierignore` from starbase (source-of-truth files). - `Makefile`, `pyproject.toml`, `docs/conf.py`: starbase structure with child-owned values; pyright not adopted (no `[tool.pyright]`, `lint-pyright` not wired into `lint-code`); kept child ruff per-file-ignores; removed upstream-deleted `html_title`. - `.github/workflows/tics.yaml`: starbase workflow with `with.project: craft-providers`. - Kept child deletions of `.github/README.md`, `docs/release-notes/`, `docs/explanation/documentation.rst`, `AGENTS.app.md`, `AGENTS.lib.md` (library repo). ## Validation (local) - `make format`, `make lint-docs`, `make test-fast` (1682 passed): pass - `make lint`: mypy, codespell, prettier, docs, shfmt, uv-lockfile pass; `lint-ty` fails with diagnostics **already present on `main`** (fixed by preparation PR #1020). ## Preparation PRs (pending; merge PR stays draft until they land) - #1020 fix(types): use Generator return types for contextmanagers - #1022 style: reformat shell scripts with shfmt - #1023 docs: add AGENTS.md for craft-providers --- Provenance: `starbase/main@a310931`.
