Current evaluation

Enhancement to run Multipass integration tests on Linux CI (nested virt now available). Still open: qa.yaml's test-multipass job remains commented out and WIP PR #932 is inactive with failing checks.

Reason: The goal is still unmet at HEAD: .github/workflows/qa.yaml still has the entire test-multipass job commented out (lines 47-56) and test-basic filters `not lxd_instance and not multipass_instance`, while tests-weekly.yaml runs Multipass only on `macos-14-large`. Partial groundwork exists (Makefile `install-multipass` target adds `sudo snap install multipass` on Linux, added in ci: fix TICS workflow failing on integration tests #991), but Linux+multipass is still untested in GitHub CI, so the issue remains valid. It is blocked on implementation work: WIP PR #932 is open, untouched for ~188 days, with failing policy-title and macOS slow-integration checks, so the maintainer wants it kept open rather than closed.
