Merges in the history of Starbase. There were almost no code changes necessary, but some manual resolution was needed for the docs and the tests. There are two manual commits in this PR: one to refresh the uv lock file, and one to remove a redundant docs workflow.
In particular, I:
- Added and configured `sphinxext-rediraffe`
- Hid any empty Diataxis quadrant
- Cleaned up the basic versioning and setuptools tests inherited from Starbase
