TICS workflow needed Multipass installed to run coverage. Resolved by merged PR #991 (6c4b99c), which added an install-multipass Makefile target wired into setup-tics; subsequent TICS run succeeded. Only the flaky multipass_instance test module remains excluded.

Reason: Merged commit 6c4b99c ("ci: fix TICS workflow failing on integration tests", PR #991) added an `install-multipass` target (`sudo snap install multipass` on Linux) and hooked it into `setup-tics: install-uv install-build-deps install-multipass`; the target is still present at current HEAD (a94fb28) with the comment "Install Multipass on Linux so those tests can run there too", and PR #991's follow-up TICS run 29387447398 succeeded. Caveat justifying slightly reduced confidence: the same commit also added `test-coverage: export PYTEST_ADDOPTS ?= -m 'not multipass_instance'` because test_multipass_instance.py is unreliable, so the requested install landed but the widest coverage goal is only partially achieved.
