Fixes the remaining `make lint` failure not covered by another preparation PR: the docs-lint spelling step.
Vale's `Canonical.000-US-spellcheck` flags `PRs` (docs/explanation/documentation.rst:31) — the vocabulary and Hunspell dictionary only accept `PR`. Reworded to "pull requests", matching the starbase template wording for this page (https://github.com/canonical/starbase/blob/a310931a1ec691b5c18314f026aa2139d4b48e32/docs/explanation/documentation.rst).
Split into a preparation PR per the Starbase merge policy: the flagged wording is pre-existing child content, surfaced by the synced docs-lint tooling (vale 3.22.0 + current documentation-style-guide styles), and blocks the docs-lint step of the Starbase merge PR #203.
Validation (in a worktree based on `origin/main`, using main's docs tooling):
- `make -C docs spelling`: passes (0 errors in 8 files) with the fix
- Negative control: the same command on the unmodified file fails with exactly `31:10 error The word 'PRs' seems to be misspelled`
