ci: Trigger TICS on PRs that modify its workflow
Metadata
Current evaluation
PR #651 was closed unmerged after commit 991a39a updated TICS to latest Go and staticcheck; CI and OSV-scanner checks remained failing.
Resolution: closed stale
Reason: The approved PR was abandoned without merge or a superseding reference. Revision 991a39a addressed reviewer feedback, but CI and OSV-scanner checks were still failing when it was closed.

Issue body
The TICS workflow did not run on pull requests that only changed `.github/workflows/tics.yaml`, leaving workflow edits unvalidated at review time. This updates the trigger configuration so PRs that touch the TICS workflow also execute TICS.
- **Trigger scope**
- Add a `pull_request` trigger to `tics.yaml`.
- Restrict that trigger to changes in `.github/workflows/tics.yaml` so the workflow runs when its own definition is modified.
- **Existing behavior preserved**
- Keep the current `push` triggers for `main` and `work/tiobe**` unchanged.
- **Result**
- Workflow changes are now checked during PR review instead of waiting for a post-merge `push`.
```yaml
on:
pull_request:
paths:
- .github/workflows/tics.yaml
push:
branches:
- main
- work/tiobe**
```
