Organize was moved from stage to build by merged PR snapcore/snapcraft#2047 (commit be5982a1d), so files are organized right after build; rebuilds and collision checks now see organized names.

Reason: Resolved by snapcore/snapcraft#2047 "pluginhandler: organize in build instead of stage", merged as commit be5982a1d; maintainer kyrofa commented on 2018-04-03 that going the build direction "solves all the same problems, while being super simple", and the Launchpad bug was then closed. Follow-up #2290 (commit 2cef6c3f6) made update-build overwrite organize.
