Reason: The maintainer confirmed Snapcraft passed package names, including the i386 architecture suffix, directly to apt. The actual problem was isolated to cleanbuild and filed as #1664857.

Issue body
Some 64 bit software needs some 32 bits development packages in order to build. See for example the build dependencies for https://github.com/MaartenBaert/ssr, which include "libx11-6:i386 libxfixes3:i386 libglu1-mesa:i386".
Snapcraft should allow one to write:

This is very similar to bug 1655797, just for build packages.
