Current evaluation

Launchpad ARM/US builds timed out at 2h from apt download latency. Root cause was infra (BIND DNS bug on builder proxy) plus snapcraft's lack of connection reuse; wgrant said it isn't a code bug and builds now finish in ~16 min. Referenced _deb.py code path is gone.

Suggested action: close not a bug

Reason: Maintainer wgrant concluded 'No, this isn't a code bug', and the reported symptom was fixed on the Launchpad/IS side — 'IS has applied a workaround for the BIND problem' — after which timo-jyrinki confirmed 'the builds are now working ... now succeeding in 16 minutes'. The snapcraft code implicated by the reporter (snapcraft/internal/repo/_deb.py, e.g. the per-package connection in DebPackageCache) no longer exists in the tree; apt/package handling now lives in the external craft-archives library, so nothing actionable remains in this repository. Closing as not a code bug rather than 'resolved' because the fix was a server-side DNS workaround, not a commit here.

Issue body

A build that should take a few minutes is taking two hours then timing out and failing. See https://code.launchpad.net/~ubuntu-sdk-team/+snap/ubuntu-app-platform Other builds are slow but complete See https://code.launchpad.net/~pat-mcgowan/+snap/testdemo Earlier builds on the last project were fast as of 2/14. It seems the get requests may be taking an unexpected amount of time, almost as if they are throttled.

keep open ARM Launchpad builds timed out from package-download latency; a DNS workaround restored builds to about 16 minutes, but missing HTTP connection reuse still slows US-hosted architectures.

Commit 7396004d6 'repo: use python-apt's fetch_binary implementation (#3009)' replaced snapcraft's per-package urllib fetches with apt's own downloader, which reuses connections; only indirectly related to the original report.
