add support for --destructive-mode
Metadata
Current evaluation
Host builds via --destructive-mode landed in merged PR canonical/snapcraft#2339 (commit 024c63453), making Multipass default while retaining host builds.
Resolution: closed resolved
Reason: PR canonical/snapcraft#2339 was merged as commit 024c63453, adding --destructive-mode and SNAPCRAFT_BUILD_ENVIRONMENT=host support. The reported Launchpad deployment delay was temporary and did not undo the implementation.

Issue body
This will allow you to use your current host as the environment to build on (overriding the default bound to be set to use multipass).
This is achieved by adding --destructive-mode to the cli arguments or setting the SNAPCRAFT_BUILD_ENVIRONMENT environment variable to "host".
