core20: cannot specify a sensible base
Metadata
Current evaluation
Build-base support for building base snaps without a runtime base was implemented in snapcraft PRs #2623 and #2619; LP bug #1835532 tracked the follow-up.
Resolution: closed resolved
Reason: PR #2623 encoded the desired build-base behavior, while PR #2619 supplied fixes that successfully built core20 without a base keyword. LP bug #1835532 tracked the resulting future behavior.

Issue body
snapcraft insists that my core20 base snap should declare a base...
when i set it to:
base: core20
or
base: none
it then complains that plugins used by bootstrap cannot use specified base.
Can plugin make be supported to use "base: none" when building base/kernel snaps?
