Issue body

Cleaning later steps and re-pulling with snapcraft 6.0.1 When building lxd with snapcraft 6.0.1 that does pull of all the parts before building them, I am observing a lot of re-pull: https://launchpad.net/~xnox/+snap/any-riscv64/+build/1642588 Has 14 instances of "Cleaning later steps and re-pulling" For example dqlite is pulled, and then re-pulled twice after that, 3 times in total.
