Current evaluation

Closed unmerged while still WIP (no reviewers, 3 unresolved comments). Its ros2-dashing/eloquent extension work was redone in #3097 and landed via merged PR #3203 (commit 88cc08fad).

Resolution: closed superseded

Reason: The WIP preview was never merged and was closed after 2349 days of inactivity. The same feature was reworked in follow-up PR #3097 (also closed unmerged) and finally delivered by merged PR #3203, commit 88cc08fad "ros2: specification, extension & colcon v2 plugin for core20".

Issue body

Implemented on core18, but will only be required on core20. - adds ros2-dashing and ros2-eloquent extension. - disable's colcon modifications of runtime environment. - updates colcon-talker-listener spread test as example. - adds /opt layout, but it doesn't really affect much as we still need need to rewrite $installdir out of the prefixes. This is because the overlay & underlay are configured for $installdir/opt/<layer>, instead of /opt. Maybe we could link/bind /opt to $installdir/opt as part of the plugin's build to simplify?
