1. Add another spread test for LD_LIBRARY_PATH
2. Deprecate `ld.conf.so` library path searching for `libgl1-mesa`.
[This code](https://github.com/snapcore/snapcraft/pull/204) was original merged in 2016 for `libopencv-dev`, which pulled in the `libgl1-mesa` as a dependency.
It is no longer needed because:
1. `/usr/lib/<arch>/mesa/ld.conf.so` was removed from the `libgl1-mesa` libraries in version 18.2.8, in 2018
2. Ubuntu started using `libgl1-mesa` >= 18.2.8 in 18.04
3. `/usr/lib/<arch>/mesa/ld.conf.so` still doesn't exist in 22.04 / core22
