The spread tests should be passing after this PR except for:
* `google:ubuntu-22.04-64:tests/spread/core22/package-repositories:test_multi_keys` - Unknown but unrelated. It's also failing on main.
* google:ubuntu-22.04-64:tests/spread/store/confdbs - Unrelated. Passing on main where #5353 landed.
* All tests that call `snapcraft prime`. Blocked by https://github.com/canonical/craft-application/issues/716.
