Issue body
usrmerge introduces a modified file hierarchy for the various linux- packages which causes build failures as key directories are no longer in the correct directory.
This change massages those directories into the correct place to ensure consistent behavior. The kernel snap violates usrmerge anyways, and really usrmerge is not important to snaps in general.
