Overview of Starbase changes pulled in:
- CI: Bump Node version to 26 in Renovate and Copilot workflows (`.github/workflows/check-renovate.yaml`, `.github/workflows/copilot-setup-steps.yaml`).
- CI: Update `taiki-e/install-action` pin to v2.87.29 in Copilot setup workflow (`.github/workflows/copilot-setup-steps.yaml`).
- Tooling: Bump `ruff-pre-commit` hook revision to v0.17.3 in `.pre-commit-config.yaml`.
- Build: Remove legacy mypy/pyright targets and installs from `common.mk`, add CI group to `lint-uv-lockfile`, and update `docs-help` advice.
- Docs: Update `AGENTS.md` and `common.mk` with guidance on invoking docs targets via `make docs-<target>` from repo root, and sync `llms_txt_description` instructions in `docs/conf.py`.
- Docs: Fix minor typographical spacing in `CONTRIBUTING.md`.

- Deleted Starbase scaffold files: `.github/README.md` and `tests/unit/starbase/test_init.py`.
