Issue body

This is a tracking issue for trying out GitHub [merge queues](https://docs.github.com/en/repositories/configuring-branches-and-merges-in-your-repository/configuring-pull-request-merges/managing-a-merge-queue). Currently I'm implementing it in https://github.com/canonical/charmcraft/pull/1676 Once we're comfortable with specific configuration, I'll document that here and then we can upstream the changes.
