Issue body
Actionlint did not recognize `spread-enabled` as a valid self-hosted runner label, which causes workflows using that label to fail linting. This change extends the repository’s actionlint allowlist to cover that runner configuration.

- Add `spread-enabled` to `self-hosted-runner.labels` in `.github/actionlint.yaml`.
- Preserve the existing label set and structure; only the missing label is introduced.
