### What needs to get done
Enable the `devel` base for Ubuntu charms pointing to Ubuntu devel.
When doing so, add `ubuntu@24.10` as an experimental base.
Currently blocked by https://github.com/canonical/craft-providers/issues/598
### Why it needs to get done
`devel` is where breaking changes between bases will be tested.
