This:
1. Adds Ubuntu 25.10 as a development base
2. Adds Ubuntu 26.04 as a development base
3. Disables the reactive plugin for both bases
4. Disables the charm plugin for both bases
5. Updates rustc and cargo to 1.85 for maturin 1.10
I realised it was better to do these all at once since the actual code changes were fairly minimal and separating out 1-4 would have created a lot of noise since I'd have to add tests only to delete them in the next PR.
