Preparations for a Starbase merge. Automatically generated commits are marked with the `(autogen)` scope. This PR should be squashed, then a subsequent PR will be opened to actually merge the Starbase history. The huge volume of `noqa`s in particular were necessary, and will be addressed in a follow-up PR.
TAs: There shouldn't be any semantic changes to the docs, just a _lot_ of `trailing-whitespace` and `line-too-long` fixes. One exception however was me removing "YMMV." from a line in some Rust plugin docs, as it felt out of place and it wasn't adding anything.
