Current evaluation

Implemented `snapcraft create-key` wrapping `snap create-key`, with early errors for existing local/store keys. Merged as snapcore/snapcraft PR #824 (commit 01d512e65); maintainer closed the Launchpad bug pointing at that PR.

Resolution: closed resolved

Reason: The feature landed via commit 01d512e65 "Add `snapcraft create-key` (#824)", the PR linked in the sole maintainer comment; StoreCreateKeyCommand in snapcraft/commands/keys.py calls `snap create-key` and raises KeyAlreadyExistsError/KeyAlreadyRegisteredError, and it was later refactored in #6141.

Issue body

Wrapping `snap create-key` means that we don't confuse users by expecting them to use two similar-but-different commands during the key creation and registration workflow. In addition, this augments `snap create-key` by failing if a key with the same name is already registered with the store, since a later registration attempt would fail in that case.
