The remaining need is obsolete: docs/reference/bases.rst lists core18 as "built from Ubuntu 18.04 ESM" with "Latest snapcraft track with support: 7.x", and specify-a-base.rst only tells users to install snapcraft from the 7.x track. Uncertainty: I could not verify from this repo whether snapcraft-rocks still publishes a 7_core18 tag, and the sole comment merely points at the unofficial yakshaveinc/snapcraft image, so closure rests on the core18 base being deprecated rather than on a confirmed maintained core18 image.
