Issue body

Attempting to build a java based application (openrocket) fails to build due to gcc command not found. This worked on previous snapcraft versions, but in 4.0.4 it does not. The application itself has a fairly simply snapcraft.yaml but depends on the gnome-3-28 extension since it is a graphical application. It has no C code, and is pure java therefore dependencies such as gcc are not included in the snapcraft.yaml file. Snapcraft provider traceback is available at - https://paste.ubuntu.com/p/v9D7NKKzh4/ snapcraft.yaml file is available at - https://paste.ubuntu.com/p/nRKFwsGsT7/ Workaround is to add gcc as a build-package to the app. Error code from subsequent run is found below: wolsen@yellow:~/git/openrocket$ snapcraft Launching a VM. snap "snapd" has no updates available snapd is not logged in, snap install commands will use sudo snap "core18" has no updates available Skipping pull gnome-3-28-extension (already ran) Skipping pull launcher (already ran) Skipping pull openrocket (already ran) Building gnome-3-28-extension make -j2 gcc -Wall -O2 -o bindtextdomain.so -fPIC -shared ./../src/bindtextdomain.c -ldl make: gcc: Command not found Makefile:20: recipe for target 'desktop-launch' failed make: *** [desktop-launch] Error 127 Failed to run 'make -j2' for 'gnome-3-28-extension': Exited with code 2.
